Spec it Right
When you've decided on the type of truck to buy, the next step is to determine the specs you'll need for your application. Ask yourself these questions:
Light and Medium Trucks
- Are there any weight requirements?
- Does your vehicle require a commercial driver's license (CDL)?
- What type of vehicle body do you need: refrigerated, standard or flatbed?
- How many cubic feet will you need? Do you need to consider any clearance, dock high or turning radius specifications?
- Are you seeking a gas- or diesel-powered truck? Automatic or manual transmission?
- What are the skill sets of your drivers?
Heavy Duty Trucks
- Do you need a day cab or a sleeper? What sleeper size is adequate?
- Will you use this vehicle for over-the-road or local hauling?
- How much weight do you plan to carry? Weight determines the number of axles you need.
- Is fuel efficiency a strong consideration?
Trailer
- What type of body configuration are you looking for (refrigerated, flatbed or dry van)?
- Do you need a lift gate?
- How many axles do you need? The weight you plan to carry will determine the number.

Working Within Your Budget
Of course, it's important to find the right vehicle to do the job, but you'll want to find one that doesn't break the bank too. With a smaller budget, you may have to consider an older vehicle with higher mileage. You'll also have to decide whether to finance your purchase or pay cash.
How Much Mileage
After hitting 100,000 miles, light duty trucks generally have three to five years of optimal run time, and medium duty trucks remain serviceable beyond 300,000 miles and up to 450,000 miles. Heavy duty Class 8 trucks can be expected to run reliably for 600,000 to 750,000 miles.
Other Considerations
- Obtain maintenance history reports, so you know how the vehicle has been cared for.
- Set aside a budget for expenses like repairs.
- Work with a seller who can set you up with good finance options.
- Get the proper insurance for your vehicle (e.g., gap insurance).
Pre-sale Inspection and Condition
Most of the vehicles we sell undergo a pre-sale inspection that meets industry safety and mechanical standards. We use our own three-tier system to assign a condition level to each light, medium and heavy duty truck in our inventory. Penske Condition Tiers—Level 1, Level 2 and Level 3—are assigned based on condition, mileage and age.We also provide a five-year maintenance report on most vehicles, and buyers can purchase extended equipment protection plans through National Truck Protection for most vehicles.

Pre-Sale Inspection
Most Penske vehicles undergo a pre-sale inspection that meets industry safety and mechanical standards, so you can be confident the truck you buy is in top working condition.
Condition Tiers
Before making a vehicle available for sale, Penske considers its condition, mileage, and age, and assigns it to one of three tiers: Level 1, Level 2, Level 3. This is the condition level you can expect when you receive the vehicle.
Level 1
Exceed DOT standards and pass our pre-sale inspection. These vehicles are typically a newer model year with lower mileage. Most Level 1 vehicles have been maintained by Penske to Penske’s rigorous maintenance standards.
May have some wear and tear and may include some damage. Cab systems and controls are all in working order with no missing or damaged parts. These vehicles are free of fluid drips at the time of sale.
Condition of Major Components
- Powertrain (engine, transmission, rear components) – Mechanically sound; Properly lubricated with no fluid drips; Steam-cleaned; Exceeds DOT requirements
- Brakes – Good operating condition; Exceeds DOT requirements
- Tires – Tread and sidewall in good condition; Exceeds DOT requirements
- Cab and body interior – Main controls and systems working; No leaks or holes in roof; Cleaned; No missing or damaged parts; No major damage to walls or floor; Rear door in good operating condition; Some wear and tear
- Exterior – No major damage; Lighting operable; Washed; Existing decals removed; Painted surfaces (such as bumpers, wheels and frame) touched up; Average wear and tear
Level 2
Meet DOT standards and pass our pre-sale inspection. Level 2 vehicles likely have more wear and tear and damage than Level 1 vehicles. Cab systems and controls are all in working order. These vehicles are free of fluid drips at the time of sale.
Condition of Major Components
- Powertrain (engine, transmission, rear components) – Mechanically sound; Properly lubricated with no fluid drips; Steam-cleaned; Meets DOT requirements
- Brakes – Good operating condition; Meets DOT requirements

Level 3
Have not been inspected and may need repairs more significant than Levels 1 and 2. These vehicles may have damage or contain mechanical or safety issues requiring additional work before the unit is roadworthy.

All sales are “as is” without any express or implied equipment protection plans. There is no Penske warranty . An equipment protection plan may be available for purchase through an independent third party. For Level 1 or Level 2 vehicles, if the vehicle does not meet delivery conditions at the time of sale, Penske will repair the vehicle or rescind the sale.
Taking Ownership
Steps to Buy
- Find a truck in our inventory and talk to a Penske rep.
- Place your deposit.
- Penske will begin vehicle preparation.
- Sign and return the bill of sale.
- Once you are notified your vehicle is ready, make payment via certified funds.
Receive Your Vehicle
Penske will provide you with the contact information to the location where the vehicle is parked. You will need to take the following to the Penske location for pickup:
- Your driver's license
- The signed bill of sale
Some vehicles may be immediately available. In other cases, vehicles are active until the point of sale and will still need to undergo a pre-sale inspection before they can be picked up.

The trucking industry is changing at a very fast pace, and with the increasing demands to stay compliant, we want to make sure you have all the current information you need. Here are some of the most recent emissions standards. Please consult your own experts to determine requirements applicable to your vehicles.
Truck and Bus Regulation Compliance
The California Air Resource Board (CARB) approved the truck and bus regulation to significantly reduce particulate matter (PM) and oxides of nitrogen emissions from existing diesel vehicles operating in California. Learn more.
Engine Technology
Starting in 2010, the EPA required that diesel truck emissions contain a drastically reduced percentage of NOx (oxides of nitrogen). NOx is an environmental pollutant that contributes to smog and acid rain. Two NOx reduction technologies have emerged. Selective Catalytic Reduction (SCR) and Exhaust Gas Recirculation (EGR).
Diesel Exhaust Fluid
Diesel Exhaust Fluid (DEF) is an emissions control liquid required by modern diesel engines. It is injected into the exhaust stream. It is a non-hazardous solution of 32.5 percent urea in 67.5 percent de-ionized water. DEF is clear and colorless, and looks exactly like water. It has a slight smell of ammonia, similar to some home cleaning agents. DEF is used in (SCR) technology to remove harmful NOx emissions from diesel engines.

Compliance Information for Trailers
The California Air Resources Board (CARB) implemented the Transport Refrigeration Unit Airborne Toxic Control Measure (TRU ATCM) in 2004, with revisions in 2010 and 2011, to reduce diesel particulate matter (PM) emissions and associated health risks from diesel-powered TRUs. While significant progress has been made, further reductions in TRU emissions are necessary to better protect communities from local pollution, meet current health-based air quality standards throughout California, and support the State's climate objectives. On February 24, 2022, CARB approved additional amendments to the TRU ATCM (2022 Amendments) to achieve further emission and health risk reductions from diesel-powered TRUs and to promote the adoption of zero-emission technologies in the off-road sector. These 2022 Amendments will contribute to meeting the State's multiple goals for risk reduction, air quality, and climate action, aligning with Executive Order N-29-20, which targets 100 percent zero-emission off-road vehicles and equipment in California by 2035. Low Rolling Resistance Tires
Low rolling resistance (LRR) tires are designed to improve the fuel efficiency of tractor-trailers by minimizing their rolling resistance. As tires roll under the vehicle's weight, they deflect and dissipate energy into heat. Requiring SmartWay verified tires on tractors and trailers should reduce greenhouse gas emissions by reducing fuel consumption by at least three percent from both the tractor and trailer. Learn more.
